We have upgraded from Soti MobiControl 14.46 to 15.5. We no longer have access to our security tab or our users. How can I change users passwords or adjust permissions?

You can change them from
Hamburger menu -> SYSTEM SETTINGS -> Users and Permissions
I am not seeing that, I believe our vendor might be the one with the access. If so, how do we have them add the feature to our console? attached are screenshots of what I currently see. Is the management of users now an extra feature that needs to be paid for? I am needing to manage our companies users from time to time
According to the documentation I should be able to do it through the hamburger menu on SOTI Identity page. however I do not see the menu.

It seems your current user account does not have the permission to display and manage the "Users and Permissions".
If your vendor is admin, you can ask them to assign you the permisson as below.
Then you will see "Users and Permissions" on your web console and be able to create the "MobiControl Technicians".
