SOTI has an enrollment service that converts the enrollment URL into a shorthand enrollment ID value that can simplify device enrollments in some situations. This service is cloud / public internet based so if your MobiControl environment does not have access to the service, no enrollment ID will be generated. In these situations the rule is still created, but without an ID OR a URL displayed. While it makes sense that there is no enrollment ID generated, it is more or less a bug that the enrollment URL is not listed as there technically is one created at that point once the rule exists. If this is the first and possibly only enrollment rule you are creating you can likely guess what the url is by trying to navigate to the following URL.

Increment the 1 value until you hit a page that says your device type is not supported and that is likely to be the enrollment rule you're looking for. It may take a little trial and error to get right, and probably even more if you have multiple enrollment rules to sort through.
Apart from the standard and generic enrollment URL that Matt talked about, there might be other ways to specify where the device agent should try to get itself enrolled onto, depending on your device platform, device mode and device firmware version. Please give such details if the standard enrollment URL appoach does not work for you.

Another option would be to define the rule created as the default rule for Android Plus. That way, when you are asked for Enrollment ID you can enter the server IP address or server name or this url https://servername/Enroll
You can find this in Global Settings -> Enrollment Settings
