Yes via vcf and a script, and if you need it maintained over time rather than imported once, NM Contacts does that with a portal and a managed app, one list per location, pushed by MobiControl. https://mdmcontacts.com (Disclosure: I work at Nordic Mobility, we built NM Contacts.)
