You shouldn't rely on other users using a device but more likely focus on:

1. Devices are AER (always my recommendation for first step): Android Enterprise - Devices
2. Devices are certified by Soti already: https://pulse.soti.net/support/soti-mobicontrol/certified-devices/
3. Then ask Soti support to verify and if you plan to use a large amount if they can certify them from Soti side.

Ofc you can skip step 1 but this might get you on a more risky state that the certification (if not already done) will fail. Also an AER validated device will be more secure to support future changes to Android which might be not the case for non AER devices or come with a lot more effort.
