This depends on how you want to implement it if Raymonds solution via feature control is better or oem config.

For example we have only one manufacturer where we want this but want everywhere the same feature control profile, so we assign this setting via oem config instead (yes of course we provide more settings via oem config) so in our case it was better to use the oem config but as already said, depends on your environment and handling of it.
