" The Google Android™ Enterprise team is aware that Android GMS devices may be configured to reduce the time taken to complete the Google setup wizard when provisioning a large fleet of Android Enterprise devices. By skipping the Google setup screens, end users of the Android Enterprise devices may not have had the opportunity to individually review, accept, and/or acknowledge important notices, terms, and controls governing their use of Google services on the device; such as Google's Terms of Service, Privacy Policy, and the collection of usage and diagnostic data (which is initially enabled in setup). Per Google, this situation would also potentially violate the agreements between Google and all OEMs, such as Google Mobile Services (GMS) requirements."
