One way (i like the most):
If you have a managed google account, you can create Web-Apps (use of https needed for the now following steps) and when doing it, choose one of the tow fullscreen modes for it.
Then put this Web-App to the lockdown profile.
But please check (during testing) before rolling out if "open this site in chrome" is available, not sure if this is always possible but should be only be able from statusbar, so ths should be locked also.
Second way (also possible without google account if you provide this as an apk via enterprise app policy):
Provide a managed google chrome where you can blacklist all websites and only allow those are allowed. You can also configure there some kind of bookmark for those allowed apps.

Ye I tried but not working. To resolve my problem I released in the lockdown the link directly with https://www.... Now it works.
