I checked my records, and it seems that there is no script command to set what you require even for Samsung devices., though  some other "Developer's options" in Settings are confirmed to be configurable in the Samsung device tests I did a few years ago. 

If your devices are from Zebra, I reckon there may be a solution with Zebra's proprietary MX layer. 

What background processes are you concerned about, and why? The Android OS itself has built in process limiting mechanisms that also vary depending on the version of Android.
