You can have a look at here for AE: Script Commands for Android Enterprise: Managed Devices (soti.net)
import_contacts_vcf <filePath> 1/0 <charsetName>
Where:
Example
import_contacts_vcf "/storage/ contacts.vcf" 1 UTF-8

Just to add here:
Be aware if you do this via package and update the package and the old and new .vcf file contains same contacts you could generate duplicates using option 0.
We still wait for a feature request taking place where another option will be added to add new ones and update existing ones using UUID (ideally). But this was more than one year ago :(
