The language of the consoles (new and legacy) are set to English, however, the text of the announcements is still in French.

Can you share the results of "SELECT * FROM dbo.Settings WHERE Name = 'DefaultLanguage';"?
By default, it should be "en-US" in the Data column.

Indeed the Default Language is defined to "fr-FR"
So changing the language preference of the console has no effect on the announcements text.
The language of announcements text are based on the value of DefaultLanguage.
