Not sure i got your issue here, you provide them using an app policy.

I assume you have set up App Store license account, APNS (Apple push notification system) and ABM (Apple business Manager).

If you have set up the app policy and found the correct application (you need to enter the name and search for it!), then go to it's configuration and enable "licensing", choose the relevant account and provide it to the devices.

Side note: You need to "buy" also free apps in ABM first in order to use them here (at least our experience yet).

You can force the refresh of the VPP token from the Global Settings screen : App Store License Management

I guess if you refresh the token just after buying an app in ABM, you will see it in MobiControl just a few minutes after.
