With Soti MobiControl, you can only remotely add each of your desired Wifi configuration in a Wifi profile payload to be deployed to your targeted devices, but cannot specify what Wifi SSID to remove, though some device OEM vendors may release their own OEMConfig compliant app that allows setting some kind of Wifi blacklist.

However, assuming that you can ensure a device initially has no end-user manually input Wifi configuration, you can use the above step to send the whole list of managed Wifi configurations to the device, followed by deployment of an Android feature-control profile payload with option to have "Wifi Configuration" disabled.   I believe the above together should help you get what you want.

What is the device manufacturer? This is possible with Zebra Android devices and I believe Honeywell as well.
