In theory, the only solid option would be through QR Enrollment. See this: https://developers.google.com/android/work/play/emm-api/prov-devices then look at the parameters available. However, there isn't an option and therefore is likely not possible. Prior to the completion of enrollment, the QR method would cover that. But in this case, you will need to finalize the enrollment to then disable the functionality that you need to disable.
