Navigate to the Android Profile Configurations > Web Filter > Select Block as Rule type and URL: https://www.youtube.com/*

In the Add Website URL table, select Allow or Block as the Rule Type and then enter the URL for the website you want to allow or block. Click Add to add a new row to the table. Save and Assign it to the intended devices.

Whether or not there is any loophole also depends on your device platform, and whether your devices have different web browser(s) and/or the native youtube app.

The Web Filter does not work for me with the symbol *
I tried to block:
https://m.youtube.com/*
or
https://www.youtube.com/*
You must specify a full address like https://www.youtube.com/ without *
The idea would be to block everything and allow access to one or two URLs, but not possible in the current state.

Are end-users allowed to install any browser app of their choice on the device?
Do you need the browser to access web resources other than the few Youtube UTL's of interest? Could you consider using kosk mode or whitelist URL in Soti Surf secure browser to support browsing predefined URL's?
There might be other hardware/firmware dependent workaround(s). Are you using OEM specific Android+ or generic Android-Enterprise device agent? What is the brand and model of the devices you are using?

Users are not authorized to install a browser other than Chrome or Sotisurf although as soon as you put an email address in the GMAIL application, a new playstore account is created and therefore access to all the applications of the store.
The default browser is Chrome.
I tried to set up a whitelist in the web filter but it does not block other URLs.
As indicated above, we use Android Enteprise agents and we use Samsung Android 10 devices

There was an issue with that previously. We fixed it in 15.1.1 and 15.2 versions and above. If you can't upgrade, then you can find the workaround via https://discussions.soti.net/thread/web-filter-cannot-use-ruletype-block-with-url--anymore/

If end-user can, as you said, add extra google account and install their own browser apps, does adding the web-filterng only for the Chrome browser has any meaning in your use case?

After the upgrade to 15.2.3 It didn't fix the problem.
I think that sitename/* is not taken into account, you have to put the rest of the URL behind.
On the other hand, the symbol alone * is taken into account after modifications of the SQL table on the subject: https://discussions.soti.net/thread/web-filter-cannot-use-ruletype-block-with-url--anymore /
