Can see the issue here, you're using SOTI Identity and you're setting up a local user on your MobiControl. However, when you log in to your MobiControl it uses the SOTI Identity instead. You would need to set up the user through there rather than through the web console itself.

Thank you for answering my question, then the created a user in "Manage users" isn't there any other functions?

Ultimately you created a user with the expectation of being able to log in as a MobiControl Administrator. Because you're using SOTI Identity, that function is done through that instead. For other functions such as optimizing groups and their permissions etc, this is done within the MobiControl Web Console through the "Manage Users".
