Unfortunely, We do not have specific feature in which admin can define time for end-user to restrict the application usage for certain hours. However, you can use profile scheduling as shown in the image below or refer to the following link for more information.

There is no such support directly in the web-console interface.
The profile schedule approach suggested by RRMOD is the simplest, but does not always work if the device is offline (especially around the scheduled profile transition time period).
Using kiosk mode suggested by Rafael seems not to be a sensible solution as I believe you likely do not want your device to be restricted to run only one app in a particular time period (say 9am-3pm).
However, if the time pattern(s) of application(s) to be restricted is not too complicated, use of some advanced scripts manipulating application run control options within a Scheduled-Script/Out-Of-Contact profile(s) may be able to support some application time limit capability irrespective of whehter the device is online or offline. Whether or not this is possible also depends on factors such as the device brand/model, firmware version, enrollment mode, agent version, etc. If the time patterns or application set is very complicated, a custom app (.apk) implementing the restirction may need to be built and deployed to targeted devices with MobiControl.
And even i think i posted before too, don't know where my comments are gone but: If it's an inhouse aplication you could be able to put it into the app programming, that the app is only using in the specified time.
