What enrollment method did you use? If afw#mobicontrol then the apps were likely disabled at the time of enrollment and not as the result of an application restriction list. 

no the application where there. For example the Device Updater was there. Something forced them to dissapear. I added and removed application restrictions and most of them e.g. Youtube returned, but not some from the device maker (not in store)

Maybe you blacklisted them?

maybe by mistake but I do not think so. The question is how to check this and remove the blacklist. I have removed the restrictions feature control.
