If you're using Zebra devices you can use Zebra MX:

Enabling Display Over Other Apps Permission via MDM/EMM OEMConfig

For Non-Zebra devices take a look in the relevant oem config some are providing the possibility to grant it there but many doesn't.

For Samsung devices with Knox libraries, Samsung OEMConfig app, Knox Service Plug-in or KSP, provides options to grant selected app permissions for apps of specified Bundle-ID installed on the device
