To set the wallpaper for a Windows Classic device, please use the following script:

regset "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System" Wallpaper"c:\Wallpaper\Wallpaper.jpg"

Note:
Change the file location accordingly.
