I'm not 100% sure what's your issue.
Various recent versions (v14.3.0+) of MobiControl do support scheduled script profile payload, which prepushes script to targeted group(s) of Android device(s) to be executed at scheduled time, and no SMS is required.
Could you please elaborate your problem/issue?
