Are your devices in unsupervised or supervised mode?  Are they already  set up with Apple Automated Device Enrollment (ADE or formerly DEP.) in Apple Business/School Manager portal?

In particular, what additional clicks after enrollment in the MobiControl apps are you talking about?

supervised mode.
with ADE.

with the additional clicks i mean the terms page that pops up that you have to check mark and than agree on it.
and the pop up messages that says allow "mobicontrol" to use your location ( i select allow while using App)
and a second pop up message that says "mobicontrol" would like to send you notifications and i select allow.

thanks in advanced.

The options that you mentioned CANNOT be silently configured by MobiControl without requiring device end-user  tapping on his/her choice on the device screen.  Apple impose such limitations on various items, especially those related to end-user privacy with possible legal consequence, and thus explicitly requires the device end-user to interactively make the choice himself/herself on the device screen.
