What is the reason for the dummy app for the Windows Notification Service when enrolling Windows 10 Modern?

I've been instructed to create a dummy application - with a cost to do so - in order to enroll Windows 10 Modern. What is the reason behind this and can anyone explain the cost? Is it a one time fee, yearly, monthly etc cost?

I believe it's a stupid way for Microsoft to confirm someone as a suitable MDM administrator with proper identification entities (Package Family Name (PFN), Package Family Name (PFN), etc.) required for WNS configuration/integration in 3rd party MDM solution.

To minimize or even eliminate the cost, you can find friend/colleague with licensed Microsoft development tools and developer's license to help.  Ask him/her to compile a dummy hello-world like application.   That's what I did.

Without WNS configured, you cannot freely initiate policy configuration on your targeted device remotely at ANY time you want, but your MDM server have to WAIT for the targeted device to initiate connection back to the server at preset SCHEDULED time only.  Personally,  I believe having WNS is essential for efficient MDM operations.
