As far as I'm aware there are not any exposed Android Enterprise APIs that would allow you to selectively disable GPP on a device. Some manufacturers like Honeywell however have built proprietary configuration mechanisms that can be distributed through SOTI either as XML or OEMConfig that can accomplish this goal. I recommend looking into the manufacturer specific configuration options available for your devices to see if the manufacturer has exposed this capability. If the manufacturer has not exposed a configurable option for disabling GPP it can be disabled on devices manually or you can use Application Run Control to Blacklist Google Play completely in more extreme situations.
