I guess it's the account setting in feature control profile:
Profiles - Feature Control - Security - Allow Account creation - All
To be honest, this is the only setting i know of in Mobicontrol regarding this.
I guess you could add an account in admin mode (just for testing).
Ensure you don't have another feature control profile assigned which may override your setting during your test.
If everything like that is sorted out, i recommend to reach out to Soti support to clarify if maybe the profile is not taking place correctly for some reason.
I sort out oem config blocking this because of the error message but it's worth a try to investigate from your side (if the manufacturer of your device provides one).
