Try to take a look into the Zebra OEMConfig app if this is possible to be setup there or with Zebra mxconfig (xml file).

Thank you for your post, and sorry for the delay.

As you mentioned, you are using a Zebra L10 as Work Managed Device.

(As per Android Enterprise Recommended devices, it confirms that your device can be enrolled as AE)

In my server MC 15.5, by creating a Profile => Work Managed => "+" icon => Connectivity => VPN (3) => IPSec Xauth PSK, which matches your test profile, in the window where you have to fill out the details related to your VPN Profile, you can see in the upper part describing this profile the following message:

"Configure IPSec Xauth PSK VPN account settings on the device. This is applicable to only Samsung devices"

Unfortunately, your test will not work with your Zebra device.
