If you know the BundleID of the app, you can try this:

enable_system_app BundleID

If it doesn't work, look for the app in playstore if you can provide it.
If even this doesn't work or you don't have play store available, you may look into different enrollment, so to say, to enroll with "android.app.extra.PROVISIONING_LEAVE_ALL_SYSTEM_APPS_ENABLED":True
You might need to block/uninstall then some apps staying enabled you haven't had before but you have a big chance that the app(s) you are missing will stay after enrollment.

We installed the service application on the device but before such app will working need to enable service before through
Settings -> Accessibility -> installed app -> USSD Reader Serive (this app need to enable) first, so I'm not sure have any method or script to force enable them or not ?

Ok, so the real problem is that the app is not disabled in general but in the settings.

So sorry for misunderstanding your issue then as you were talking about enabling an app, not the setting.

I don't know about a possibility for setting this (even not in KSP, if i haven't overseen it) but in this case (as from the screenshot you seem to use Samsung devices (only?)) i recommend to ask Samsung to implement this setting to KSP.
