This is possible with MX for Zebra devices but I am unaware of it being exposed via any native Android Enterprise management options. It may have to be something OEM specific. If it is available via Knox as you mention then that is probably the way to go. Why not go with that method? I thought Knox was free now:

Disabling quick settings/panel while allowing notification bar on Samsung Android Enterprise devices is a premium feature supported in Samsung paid Knox-Configure.  

Without paying for this premium feature, the free Knox API only allow disabling of both the expansion of the quick-settings/panel and the notification bar togehter.

I too have had this requirement and as Raymond suggests, a premium license via Samsung is required to restrict access.

I was hoping that there were some kind of script for this, as the script "hardwarekeys -keys xx /block" is a function based on KNOX  but without the need of KNOX-configuration (what i believe) .

Contact your Samsung representative since Samsungs premium features in Samsung knox service plugin is now available for free.

(you still need a license key but its free)
