Issue pushing VPP apps to devices with iOS 12.1 (edit: iOS 11.4+)

Is anyone else having issues with pushing VPP-licensed apps to iOS 12.1 devices? Any devices we have with older versions of iOS are working fine. This started yesterday afternoon and is affecting iPhones and iPads.

Edit: We have noticed this on iOS devices that have 11.4+ installed.

Same issue here. Do you see an error on DSE log?

Yes. Getting "Could not retrieve license for the app...(error code 12064, domain MCMDMErrorDomain" and "No license was found for app...(error code 2605, domain DeviceManagement.error)". I validated that it is happening on iOS 11.4 and newer. I didn't see the problem with some 11.1 devices earlier today.

Are ALL your problematic devices non-DEP devices?

Did you try forcing any VPP License resync?

Is your MobiControl server using a length-2048 bit paid 3rd party SSL certificate bind to an FQDN?

Was  your VPP token expiring recently and you got it updated in the last couple of days?

We're having the issue with both DEP and non-supervised (BYOD) devices. Yes...I re-synced the VPP connection and it successfully updated the time and our license count is accurate. I even re-uploaded the VPP token. Our third-party SSL cert is 2048 bits and none of our certs are close to expiring as we just installed this server last month. Everything was working fine until yesterday afternoon. We thought it was just an issue with the MobiControl agent at first but we realized it is all of the VPP apps. We have a few enterprise apps that will push just fine along with any profiles.

Also, I've noticed that if I attempt to push a VPP app it will show as redeemed in the Global Settings screen but it never shows up on the device. The logs window shows "Failed to request the installation of application '[application]'. Please consult the Deployment Server logs for more information."

Did you find any additional information in the  Deployment Server and  DSE logs associated with the time period you pushed the VPP app with failure?

Also,  did you choose "device-assigned" option for the distribution of your VPP apps in your app-catalog rule?

Yeah. In the DSE log we’re getting "Could not retrieve license for the app...(error code 12064, domain MCMDMErrorDomain" and "No license was found for app...(error code 2605, domain DeviceManagement.error)" whenever the device tries to install an app. And yeah, we’re setting the apps to device-based rather than user. Like I said, it’s strange because everything has been working great for a couple weeks now and it just stopped working.

I seem to have found similar VPP app deployment problems in more than one implementations of different server version/build numbers in the last few days, but the problem is not restricted only to iOS 12 devices.    Some have different error codes/messages as yours, but all of them worked perfectly for quite some time in the past.  As the problem does not affect all devices in each implementation, it can be due to corrupted table(s) in the database (we encountered similar case in the past and used some SQL scripts to clean up).  I'm gathering more test data now and will get in touch with Soti support team shortly.   I suggest you to open an official support ticket for Soti engineers to handle your case.

A temporary work-around is to move your VPP management to Apple Configurator and tether the devices to install the apps. It isn't ideal, but neither is the current situation. I tested this with an iPhone on 12.1 and was able to install the MobiControl agent.
