When I think of adding anything to a lockdown I suggest using identify_activity to find the bundle ID to include in my lockdown items. Have you tried this yet?  If so please let us know what problems you are having, and we can help you troubleshoot them.

This could be achieved using the Managed Google Play for Android Enterprise. Once the application is added to the app policy, then it could be added to your lockdown screen using its bundle ID.
