If you have Android Plus enrolled devices, you can add the payload VPN and then select Anyconnect App from the list available in Android Plus Profile. Configure it accordingly and get the Anyconnect app on the device and launch it in the kiosk using the bundle id of the same. It should then work as expected. Unfortunately, this functionality is not available in Android Enterprise devices.

I don't think thats what Thomas meant by the request. The ask to have the widget from the AnyConnect app automatically enabled and available from the lockdown is not possible as far as I'm aware. 

Thanks, it might be the solution. However the question was more concerned about the Widget for Anyconnect, but as mentioned from Matt below it seems impossible.
