I believe you need to have an application call those respective layouts in order to activate them as I don't think it replaces the default layout automatically. This is probably a question better suited for the Zebra forums than SOTI as I wouldn't consider that to be a SOTI problem specifically. 

zebra enterprise keyboard is installed with last version and it should be changed automatically when the file is copied to specific folder and it should be changed for zebra browser and other apps too. I'll try to communicate with Zebra

When you add a custom keyboard layout it usually has a custom layout name and some application needs to actually dynamically call or activate that layout if that is what you want displayed. Otherwise the default EKB layout will continue to be shown.

One way you can maybe test to see if the layout is even being recognized is to try to associate a custom layout via a custom DataWedge profile affiliated with an app. Does DataWedge show you your custom EKB layout name in the list of options?
