Is there any option or site to download the Google Play Servies as an offline APK file? There are lot many sites are available to download but we require as an APK file without any malware. We need to get an approval from the information security at my organisation before deploy....Please help me someone on this.

There may be many APKs of Google Play Services for different devices. I think what you could do is update 1 device and then extract the APK from it,
As Edgar suggested, you can use APK extractor (https://play.google.com/store/apps/details?id=com.ext.ui&hl=en) , I personally like this and extract from model device. Use that APK to package and install on rest of the devices.
