App Twin functionality, which requires some kind of private container space, is inherently not supported on Android-Enterprise (AE) devices. To officially confirm this, the best you should do is probably to ask Huawei support team directly.
I don't know if you have tried using this "App Twin" function successfully on device with MobiControl Android+ device agent (or non-AE agent of other EMM solution). Even if it works, I would not recommend using it for my governmental customers due to security reasons, except only for implementation based on Samsung KNOX platforms which is known to be a hardware- plus kernel- level container implementation. The implementations on other brands (Huawei, Xiaomi, etc.) are likely to be user-level container.
What do you mean by "cloning an app"? You can clone an uninstalled Android app in .apk format to another .apk file of a different filename, but cannot clone an installed app. If you refer to an installed app, do you actually mean creating a shortcut?

Are you using Android-Plus or Android-Enterprise device agent on such device?
