The device cannot initiate the Check-in. If the device is online then it will try to connect the server and give a response to the server. You can also do a planned check-in by scheduling a check-in. That being said, The device won't be able to initiate the check-in.

It appears that in v15 you can initiate a device side check in so if you're prepared to get on the bleeding edge and try the javascript engine...

You can achieve this maybe with the agent connect script "connect -f"
