I would like to find out whether it is possible to add a shortcut to a web link on the home screen or in the app menu of Android devices managed via SOTI, without using Lockdown mode

You can use Google Play to push out "Web Apps" to devices that will install in the list of applications on a device.

Just to add this article in advance if a user wants to do it themselves:

But this would be then a manual task on each device, so the mangement thing via MDM is lkike the way @Matt Dermodymentioned.

Thank you, Matt.& Rafael. Since Chrome was pre-installed on the device, I wanted to check if that could be used. However, we were able to achieve what we needed via the Play Store. That said, we will proceed with SOTI Surf for corporate use.

There is undocumented legacy script commands to remotely add shortcut on supported Android devices not running in lockdown mode, but device end-user might be prompted to confirm whether to add the web-link shortcut.  Also, the custom icon defined together with such shortcut will have a blue Mobicontrol logo in its bottom-right corner, which might not be something that you want.
