Why on mobile devices xiaomi can only Remote View but not Remote Control, and when I remote, the device screen displays "Request to remote view this device" without having to connect silently as a number of other devices.

Are you enrolling them under Android Enterprise or Android+? If Android Enterprise are you using Fully Managed (Device Owner)? Is there a Remote Control plugin available for your manufacturer? If so, have you installed it?
As there is no Android+ device agent nor AE plug-in for Xiaomi, only Remote-View is supported on such devices.
Regarding starting remote session silently, it depends both on the "Control Without Notification" permission configured for the administrator for the device of interest, and the mode/platform of the the device.
