What is your device brand/model, Android firmware version and device agent version?
What MDM polices did you previously deploy to the problematic device?
Can your problematic device get managed (via mobile data/Ethernet/BT etc.) from MobiControl if your device has Wifi disabled or no Wifi access at all?
I have this issue as well with our Panasonic FZ-N1 PDA's.
The fix we do is to go into the advanced wifi settings and disable the Network notification setting.
I know it sounds strange if you turn that off it will stop the looping.

I know it's an old post, but was there ever reported anything on this, or was it never reproduced?
We are experiencing similar behaviour after activating wifi, installing a new wifi profile. But we cant reproduce a workaround using the network notification setting. However removing the battery and letting the device restart lets it boot up again, however apparently after updating/indexing android apps, similar to the last step in an OS-upgrade.

Are you able to revoke the profile on the device or does it not stay connected long enough for the device to receive anything?
Also, are you using a lockdown on the device?
Lastly how many devices are currently affected by the boot loop?
