No, there's no support for Okta federated accounts with User Enrollment Add Device Rules. Today, Apple Business Manager only supports Microsoft Azure AD.
Is there an ER for this functionality for MobiControl? MobileIron has this functionality already https://www.mobileiron.com/en/products/access
