In this case, ensure, to test on unrestriced wifi, to sort out network restrictions, device charging and minimum ~50% charged (this value changed several times, so could also be lower actually but the mentioned one is the recommended one from Samsung side).
Also device not being in use and give it some time (it won't update instantly after it receives the policy).
Via KSP you can also set something which might what you are looking for:
Premium settings requires a free license claimed at the Knox portal and added at the top of KSP Settings.

KSP = Knox service Plugin = oem config for Samsung devices
E-FOTA = Enterprise-Firmware over the Air = requires additional licenses (comes with costs) and allows managing of firmware versions on the device via the Samsung Knox portal (sadly not used yet on our side).
It's supported on that version, just use the KSP app from playstore or download it from here for enterprise apk deployment and set up managed app config the normal way:
