Is it possible to make the installation of a profile conditional on the presence of an application on a device?
I want the profile to be installed only if the application that is deployed from an ‘application policy’ is installed on the device.
Is this possible?

Yes. You can specify the installation status of an app as Filter Criteria on a Profile Installation.
