Does anyone know how to block a user on a Samsung phone from accessing contacts on the SIM card using Samsung OEMConfig or any other way?
Not as far as i know (ran through KSP and checked if the Google contacts app has managed app config) if i haven't overseen something.
The only way you could "block" them is to add them to a calling blocklist (KSP provides blocking outgoing calls for specified numbers) but this works only as long as you know all the numbers being blocked and doesn't block the access to them.
I don't think there is any such control.
If the device is running in lockdown/kiosk mode, one indirect way is to exclude any app that access contacts information, or totally clear all contacts and have dedicated kiosk item(s) to directly dial a handful of useful phone numbers (e.g. support/customer-service helpdesk, reception, etc.)
