As of now, Google does not provide an API to set the WiFi hotspot for Android Enterprise devices. I would recommend creating a case with technical support and logging a feature request so that we can bring this request up with Google.

You may be able to configure the Hotspot options with manufacturer specific management APIs if the specific manufacturer supports it. For instance you can administer the Hotspot configurations via the Zebra MX layer, which can be leveraged within SOTI:
