I want to import contacts by vcf file onto Honeywell CT60XP devices with 90.00.10 build, enrolled as work managed. MobiControl Version 15.6.

Where can I download the import_contacts.apk ?
You don't need the apk.
Lookup "import_contacts_vcf" here: https://www.soti.net/mc/help/v15.5/en/scriptcmds/reference/androidplus_enterprise_do.html
But be aware that option "1" will create doubles and not for sure just replace/update existing ones if executed multiple times.

If you keep hitting this, an alternative to scripting vcf files is a managed contacts app.
We built NM Contacts for shared Android devices. The list lives in a web portal, one per location, MobiControl pushes the app and the location code, and the app applies changes to the Contacts app as changes.
The contacts staff add themselves are left alone and backed up.
