If you mean that Soti MobiControl device agent is not wiped upon factory reset, your problem can likely be solve by initating an Zebrar specific "enterprise-reset" with  MobiControl mxconfig script command and an XML file defining the MX version and required operation.

No, this is not what i`m looking for. 
Also enterprise reset leaves the agent and other resets remove everything, that includes zebra persist settings.
In new os version device wipe differs from factory reset as it clear all data, bet leaves zebra persist settings, but it also leaves soti settings. This would be fine, except it does not save all soti settings for some reason and it installs app, but does not finish connection to server.

Could you please elaborate exactly what Soti settings are persisent after reset?  Do you want to keep Soti devive agent re-enrolled or not after your device reset?

Basically i was trying to upgrade Android 7 with android + config to android enterprise with managed google account enabled and to do it remotely without losing connection from soti.
