Custom attributes are normally configured interactively via the web-console or programmatically via RESTful API's, and their values primarily reside on the server though it is possible to have the values also sent to target devices.

Though there is no option to choose custom attribute value as triggers in MobiControl Relocation policy, some workarounds using Alert policy depending on factors such as trigger(s), expected behaviour(s) , etc. in the actual use case may be possible.  Please provide more details on yours before anything appropriate can be found and proposed.

You can use Virtual Groups to filter devices based on Custom Attribute values and then point the Relocation Rules at the Virtual Groups.
