Would Each Device require A Google Account in that case?
No. You create one Google account that you bind to the instance via an Enterprise Binding and then each enrolled device will be automatically assigned a service account that is associated with the device. Every device therefore gets a google account in some capacity, but you don't have to generate them yourself as they are automatically generated based off of the enterprise binding. Note that you can also choose to skip the Google Account Creation during Enrollment as part of your Add Device rule which will still enroll the devices under DO, but will not assign them with a service account. That is kind of the "offline" mode of Android Enterprise that can work for certain situations but you wouldn't be able to assign any Managed Play apps to the devices without service accounts assigned.
I would recommend that you read up on Android Enterprise and understand the fundamental components before proceeding any further. It is very helpful to have foundational knowledge of the design so that you can better understand how SOTI has implemented various features and why things work the way that they do.
