I'm pretty sure that there's no possibility to set this only for a specific app, only for the entire device with the OEMapp for example.
You could place a feature request to Soti (https://www.soti.net/services/log-a-case/), this setting being implemented in the SotiSurf Profile.
I don't need down to app level, it would be OK globally but cant get that to work through soti, when i set it manually on a device it works.
Use the Zebra OEMapp (https://play.google.com/store/apps/details?id=com.zebra.oemconfig.common&hl=de&gl=US) then.

I did many testing on a Zebra TC56.
By default the screen rotation was turned on, while having the Lockdown in place.
Regardless of the applications on my Lockdown page, on all of them the screen was rotating, including SOTI Surf.
After using your script that you provided, I could only lock the lockdown screen in Portrait Mode, but not the apps present in my Lockdown page.
By configuring the app Zebra OEMapp from Zebra Technologies from Google Play store, make sure to have your MX version from at least 10.1. Using this app allows you to apply that Automatic Screen Rotation to many devices at once.
As suggested by @Rafael Schafer, you could also raise a Feature Request, otherwise another way is to manually turn off the Automatic Screen Rotation for each device, which may not be convenient if many devices are involved.

Using stage now and correct MX version
Xpert Mode
DisplayMgr. This has an option to turn off Auto Rotate
Create an xml file for soti ScreenRotationOFF.xml
create a package with post script. mxconfig /sdcard/ScreenRotationOFF.xml
Add this to a profile and pushed out to the handsets, works on Andorid 10 and 11
After that you can still apply script for landscape or portrait

I did follow your steps on a TC77 (MX 10.2) running OS 10, using StageNow and SOTI Packet Studio to create a package with XML file, and it worked successfully.
I even sent the script lockdownorientation portrait and lockdownorientation landscape, and as expected the lockdown menu is either in portrait mode or landscape, and SOTI Surf did not rotate.
