Don't waste time waiting. There is no related control from any EMM software itself to change the camera resolution. So MobiControl server and agent versions are basically not important.
On Android-Enterprise platform, your possible solution is to look for any camera app with AppConfig parameter(s) to configure resolution or any other parameter(s) you need. If found, the resolution parameter can be deployed to your devices via MobiControl app-catalog rule. Devices from specific brands (e.g. Zebra, Honeywell, Datalogic, etc) may have OEMconfig plug-in to configure device settings or selected parameters of some of the bundled apps.
If you can't find any, there are pleny of open-source camera apps that can be customized to suit your need. This path of course requires programming skills.

Thank you for your response, after closely understanding your request I would suggest the same thing which Raymond has suggested to go for 3rd Party to control Camera Resolution as this feature is not present in the MobiControl.
Even though there are some features MobiControl does not have currently but we as a team working actively to provide the best solutions to our customers and try to satisfy our customer's needs.
This can be a good Feature Request, I would like you to create a support case (click here) or call SOTI Support team (click here) to raise a Feature Request. These feature requests should be created by customers via a Support case.
To provide you with a heads up, this would not be an instant resolution as SOTI Product Team have to work internally with different departments to get this added. So, this may take weeks to months to get it included in the new build. Please follow the release notes of SOTI MobiControl to get an update on the improvements done on the new release.
