The play store layout is controlled by application rule in Mobicontrol 14.8.
After upgrade 15.6, the play store layout was changed to show all apps and now separated by app policies.
How to set the play store layout?

You have checked if the Device have the "Work" Google account on the Device?
Did you have checked in MobiControl under Policys - Apps -> that you policy is wokring correctly ?

There's no way to change the way how it's shown in playstore.
You are right, on the old versions you have that (in my opinion) strange split up for every application rule assigned to the device. On the latest versions this split has gone and all apps are shown just as a list (with strange sorting) with all apps from all assigned app policies.
