iOS WiFi Payload - Network Priority???

Has anyone successfully deployed the network priority feature to an iOS device? We have the payload setup with two SSIDs but the devices just randomly pick which SSID they connect to. This seems pretty straightforward so I don't know why this isn't working.

If the function does not work on your device, please check if two or more of your referenced Wifi networks can support reasonably high  signal strength for stable communication.

If the networks are verified to be fine, please check on different iOS device model or firmware versions.  Please note that  all supported MDM functions are, in principle, implemented in iOS firmware by Apple, and all that any MDM software does is to pass the required function request to the device according to strict format defined by Apple.  Detals of how Apple implement the decision flow to prioritize the Wifi network selection are unknown and the algorithm may change with time.    Despite the preferred network priorities received, the algorithm may override such preferred choice due to real-time signal strength, stability etc of various network connections.
